Even when its the PC version we are talking about here (And it definitely looks a league better over last-gen), hovering close to 30 fps instead of dips to 25 fps would be a reasonable expectation. Compare that to the CPU cores in current-gen consoles and you already one of the reasons why this game isn't 60 fps. The PC version required hardware far beyond what last-gen consoles could do and was very CPU bound.
